Yes, women can hit/fight as hard,some harder, then men. I've sparred( and fought) menwho were professionals,students,black belts,police officers,and street fighters,..and none have hit me harder than Joy Turberville! I like to think ,..that I survived sparring with her! She is one of the exceptions to your 'rule'!
